SEVIERVILLE â Sarah Romine acknowledged sheâd shot another woman as soon as police detained her outside Soaky Mountain Waterpark Saturday, according to the incident report from that night.
Romine, 31, of Knoxville, âstated multiple times that she was very sorry and that she had shot another female,â Officer Kyle Hager said in the incident report.
Hager and other officers eventually concluded that Romine fatally shot 24-year-old Kelsey Cook, of Knoxville according to the report.
Hager and two other officers were nearby at Wilderness Resort to investigate a theft call shortly after 8:15 p.m. Saturday, when they heard Wilderness security talking about an incident in the Soaky Mountain parking lot.

TENNESSEE, USA Severe weather has impacted several counties in Tennessee resulting in power outages, debris, structural damage, and one weather-related fatality, according to Tennessee Emergency Management Agency.
A State of Emergency remains in place with the State Emergency Operations Center activated in Nashville to support statewide severe weather efforts.
The Tennessee Department of Health confirmed one weather-related fatality in Weakley County in West Tennessee.
TEMA said that as of 8 a.m., there are 31,000 customers without power in Middle and West Tennessee.
