The subcommittee will come to order. I want to welcome everyone to todays hearing of the emerging threats and capabilities subcommittee of the House Armed Services committee. With the president budget request released earlier today, this is our first opportunity to explore this request and the major implications for key defense missions. I think it is fitting that the first area we will dive into is cyber. This is an increasingly important area on overseeing the departments progress in building and maintaining cyber forces to protect, defend, maintain, and when necessary conduct offensive operations in cyberspace. As we move towards developing the fiscal year 2018 and daa, i have made cyber and cyber warfare one of my main priorities. Mr. Hatch mr. President. The presiding officer the president pro tempore. Mr. Hatch mr. President , the final pieces of obamacare care were signed into law a little over seven years ago. Since that time republicans not just in congress, but throughout the country have been united in their opposition to the law and our commitment to repeal it. This hasnt been simply a political or partisan endeavor. Were not just trying to take a notch out of president obamas win column. The simple truth is that obamacare is not working. The law was poorly written and the system it created was poorly designed. Even a number of obamacare supporters have come to acknowledge that it hasnt been working the way it was promised to work. As a result, millions of americans have suffered astronomical increases in their Health Insurance premiums, and fewer and fewer Insurance Options to choose from. That is obamacares great irony. The law requires people to buy Health Insurance while also making it impossible to

In a lot of ways poor are getting a double hit. They have to pay higher prices which affect them disproportionately than higher earners and so they would just like if they had more opportunity to make money to pay those prices it would be better however, the Government Policies will talk about in this panel limit the opportunities for them to get a job or for anyone to get a job but the most in need people are the ones who need it the most.
