For example, i asked about the investigation into phone carrier selling the realtime location of nearly every american. Mr. Chairman, you told me even after more than one year had passed we still cannot tell whether this practice has stopped and could not say whether the impacted individuals have been notified and could not tell us that members of congress and lawenforcement had their locations sold or tracked and in june of this year you told senator blumenthal that you were wrapping up this investigation and with that recommendation shortly. Most americans believe its part of our constitution today. But its not. Supreme Court Justice Ruth Bader Ginsburg stated, and i quote, every constitution written since the end of world war ii includes a provision that men and women are citizens of equal stature. Our does not. The state of maryland has a provision very similar to that in its state constitution. Many of our states have acted on the equal rights amendment. But as Justice Scalia, the late Justice Scalia said, certainly the constitution does not require discrimination on the basis of sex. The only issue is whether it prohibits it. It doesnt. W

The committees meeting today to receive testimony on global terrorism threats to the homeland part two. Good morning, the committee, as i indicated, is meeting to hear from four expert witnesses on where we are as of this date with threats to the homeland. This committee was created in the aftermath of the terrorist attacks of september 11th, 2001. Since the establishment of the department of Homeland Security, the committee has focused on insuring the department is fulfilling its mission to secure the homeland. I take this responsibility seriously, as has every chairman of this committee. This is why its been the committees practice to hold a hearing to assess Global Threats to the homeland and evaluate the federal governments efforts to confront them. Mr. Kennedy a radio wave is nothing more than electromagnetic radiation moving through the air. Thats all a radio wave is. Think of it as a imagine a pond, and think of a radio wave as a ripple or wave in that pond.
