I put forward the report of the committee on public services which on Feb. 09, 2021, conducted a hearing on the operation of Private Motor Vehicles Inspection Centers or PMVICs.
Back in 2018, the DOTr decreed that the physical inspection of vehicles, which was previously conducted by the Land Transportation Office, along with an additional battery of tests, 73 in total, shall now be conducted by Private Motor Vehicle Inspection Centers which it will accredit outside the usual modes of procurement.
As mentioned in the report, the main objective of the committee hearing was to shed light on the issues currently hounding the operation of PMVICs. Nang matapos ang hearing, naging mas malinaw na hindi lamang pala iilan ang problemang kinakaharap dito. Kaya ang naging resoluyon ng komite ang polisiya mismo ang may problema.

In a committee hearing presided by its chairman, Samar Rep. Edgar Mary Sarmiento, the House panel supported the “noble objectives” of the law that was authored during the 17th Congress by then Sen. Joseph Victor “JV” Ejercito.
However, Sarmiento, together with Deputy Speakers Rufus Rodriguez (CDI, Cagayan de Oro City) and Rodante Marcoleta (Sagip Partylist) and Muntinlupa City Rep. Ruffy Biazon, noted that implementation of the law is ill-timed because of the current coronavirus disease (COVID-19) pandemic prevailing in the country.
Ejercito, who was invited as resource person in the hearing, aired the same view, saying that the public should understand that his legislative proposal was signed into law by President Rodrigo Duterte on February 22, 2019.
Amid mounting complaints against private motor vehicle inspection centers (PMVICs), the Land Transportation Office (LTO) maintained that roadworthiness checks on all vehicles in the country must continue in order to ensure the safety of motorists and other road users.

The House Committee on Transportation has endorsed for plenary approval the bill proposing to make drag racing conducted in public roads a criminal offense.
The House panel on Thursday approved the technical working group report endorsing immediate referral to the House plenary of House Bill 3391.Authored by Quezon City Rep. Precious Hipolito-Castelo, HB 3391 proposes to impose penalties on drivers of vehicles caught engaged in racing using public roads.
Castelo said HB 3391 aims to keep public roads safe for both motorists and commuters.
The neophyte lawmaker urged the House leadership to immediately schedule the measure for plenary debate, saying that she has full confidence that transportation panel chairman and Samar Rep. Edgar Mary Sarmiento will successfully defend the passage of the measure.
