Account was 36 million below the president s budget request in the bill brought to the floor and amendments already passed by the house have resulted in further cuts to the departmental administration. Federal salaries for the Nuclear Security administration are 30 million below this president s request. The funding levels in this bill send a clear message about growth in the federal work force requiring an automatic 5 cut across the board is a step too far and as i said it is not good government. For these reasons, i oppose these amendments, urge my colleagues to vote against it. I would note that when the gentleman says during the Government Shutdown they furloughed 60 of the work force, that was 16 days. These employees were labeled as nonessential. Same thing happened in congress. I would suspect in your congress, at least i know in my office, we had to declare which employees were nonessential. Those employees now work for me again and are rehired. I suspect they are in your offic
But i do have some questions about how you suggest it would be implemented. First of all, it says it would be charged on a prospective basis. Your budget also says mortgages insured under that title under the previous fiscal year. Is this prospective or rhett owe active . Its prospective from when its enacted. But the fee will be assessed at one point in the year, at the end of the year. I dont think ive seen the text youre looking at. I believe thats whats been described. Its going to be on transactions Going Forward. Its not going to be going backward. It states the fee would be calculated based on mortgages that were insured under this title during the previous fiscal year. Thats right. If we started it tomorrow, the fee would be assessed after that one year. And its talking about going backward to capture everything after it was enacted. Also under your proposal it says small lenders i think would get hit with a pretty hefty fee because of the complexity of the formula. Will you ba

Cases that are decided on the merits. Before he was our Supreme Court justice, john roberts was confirmed to sit on the d. C. Circuit. Ten years ago, when chief Justice Roberts was confirmed to sit on that circuit, the average judge on that court had only 125 pending cases. Today, with three vacancies on the court, that number is 185 cases. Those are the complex cases that are pending. Even if we fill all the empty slots, the judges on the d. C. Circuit will still have more pending cases on average than john roberts did when we confirmed him to sit on the d. C. Circuit back in 2003. So there are no excuses here.
