Is just a example of the San Francisco preschool center rates. The top blue line is based on the 85 percent of the market so that is what the federal fwidelines are that if you vavoumper you should be able to access 85 percent of your market, however, states across the country dont always implement. They do the survey and konet always implement those rate increases. In california we have a voucher system and state contracted system and so the state contracted system lagged far behind the voucher rate, so the top line in 2011 in the absence of state publishing their rates that they studied, we conducted a local rate study and that jump between 2010 and 2011 shows what the vole Controllers Office with the Planning Office fts able to determine. We know the rates have gone up since this time and will conduct another study next year. One of the things in terms of the policy issues kw Response Strategies that we are working on, we manage San Francisco pilot that allows us to have a higher state reimbursement rate. The state has a single rate throughout the state which is a problem for us because our cost of care and i have a sloyd to show the rate disparity for title 5 contractors. It is our number 1 policy problem because as we try to support those providers if the state isnt paying their fair share it is a problem. This is to call out the squeeze that our middle income families experience in the city because of the cost of livering is very high we want to make sure that we number 1 understand the data and figure out new ways and policies and practs to insure we support our working families and that using fram poverty numbers isnt enough. We need to understand the context that these families live in i im glatd mu chel [inaudible] i guess we need to look for more funding and early care given the high cost for babies and infant and toddlers. As we look for a elder index as the baby boomers become senior boomers this same type of economics is helpful to look beyond the low Poverty Level for seniors for more of a elder index like insight does.
