I am a transportation and land use and i work with the cities across the country, and i know that this is District Eleven and my grandmother and father live there off off allamany for many years since 1920s up until 2002, and so i know the area pretty well. And i have not been visiting since the past any other applicants that wish to speak on this . Good morning, i am honored to be here this morning to speak before you and speak my about on citizen on the Citizen Advisory Group and i do not live in District Eleven, i live in district five, and but i am very interested in i worked in sacramento and working on the regional Funding Program and i was also a member of the yellow county, Citizen Advisory Group and i am very interested in this position because i think it is giving me the opportunity for me to exercise my civic duty and play an active role in shaping San Francisco transportation network. And i think that it is a really exciting time for transportation and as a new resident to the city i would like to get involved now and start making this city more accessible, and safer and easier to get around, thank you. I want to be sure that we have assurances that the individual is prepared to make it to the meetings if he can being recommended by supervisor avalos. I think that we can follow up on him and we dont have any knowledge at this time. Okay. And so we have four prop k sales tax requests today and three of them are bicycle related and so we would like to start by taking tim and louis to provide the context for you by giving a brief presentation on the San Francisco bike strategy. Good morning, chair and members of the commissioner, my name is Louis Montoya and i am joined by timothy, and the director of the Strategic Planning and policy at the mta and we are here to talk to you this morning about the bicycle strategy which is an Investment Strategy for how we make the Capitol Investments to improve the network in San Francisco and the bike strategy is more than that and we want to focus on the Capitol Investment piece this morning and so tim is going to talk about that and how we develop the strategy. And then i am going to talk about what we are doing, in the future, how do we take that strategy and actually i am implement it and what are we already doing on the ground right now. Good morning, and the director of the city planning for mta and as he said we have had the bicycle plan for a while, and as we are going to the next phase, we decided that we need to look at a more Strategic Perspective on how to implement the bicycle structure and as we develop the Strategic Plan for the mta and set up the goals for the next five years, one subset of that is the bicycle strategy and each mode has its own strategic document that is basically a staff and internal staff document for deciding how we are going to move forward and when we develop the bicycle strategy we have a series of workshops that are invited the ski stake holders from the city including the various advocacy groups and the community, groups and other groups including other mode and operators for example, the taxi and we want to get a better picture of how to improve the bicycle and what it is going to take for the recycling and so those are the four goals that came out of that work that we did was number one to improve the safety and connectivity and the key issues of why the people went cycling and increased convenience and if you make it safe it is convenient and it is convenient it is safe and normalize riding the bicycles and so there is not a group that causes chaos in the city and every day practice that what we consider putting on our shoes or pushing our teeth and it is one of the that i thinks that we do and how can we plan and deliver our projects more in a completed fashion. To do that we came up with a framework where we had a we looked at our existing network which is an Extensive Network where we overlayed how the people are riding on the bike network and it was very disconnected and the analogy is imagine the muni and in terms of working for three blocks and imagine that it was broken every two or three miles and to actually get off and turn around and come back, it is like that which is why we need to make it all connected and so that it actually works as one network. And so we looked at the existing conform level, of the existing bike network and we developed the model to figure out where is the demand for cycling based on a few factors that i will touch about and how do we blend the two things to upgrade the existing network with what we can do quickly while seeing it on the future of where should we expand it and where is the network that would make the most sense. We presented these series of work to the stake holder groups and then we presented to if we had our own committee, in the mta called the policy and Governor Committee and the direction that they gave us as well to focus on the corridor to get those connections going to see the most effectiveness with the resources that we have and when we look at the future and follow it up with a few lenses of the land use and the traffic speed and through the equity lens as well and so that is the approach that we took and that information was related to help that have the most need. And then, from that, that would actually help to develop the five Year Capitol Improvement Program which is one of the outcomes is for the allegation today. And so when we did the existing Comfort Level we developed the methodology of what we called the level of traffic stress the level that a person regardless of their riding ability would more or less feel depending on fat sil that i we have and on the top hand left side we have jfk drive and it is the street and packing protected and it is even a very protected space to ride and most people that we took out on these rides feel that the most comfortable in this type of facility, and the second level of traffic stress is a protected facility and because of the many intersections and interfaces most adults feel comfortable to ride and there is a differentiation there, and then so on and so on, the level of the traffic stress three is the highest speed and, still some separation of protection, but that what is what we called the more confident cyclists and lts4, is the busy roads that have a route marking or a marking that feels very uncomfortable for most people and so as we categorize them in the list and feel comfortable riding in those seats and this has given us a good framework background on how do we assess the existing network and where the key focusers that we can work on and our broad, directed us to really try to remove any of the lts four segments in the primary corridors as quickly as possible and looking at ways to up great to the level of three or two, or ideally to one and the standing of the topography and the intersections play a big role in that. On the bike of the demand model we basically looked at which areas have the highest demand for the greatest return of investment and when we have the stake holder workshops is focus where the people are stopping right now and focus on the things to improve the system quickly and dont focus on the large, expensive type of projects if you can get the safety hot spots fix and the intersections and junctions and you can close the smaller gaps and then focusing in these areas will help us to get the greater return of investment and we took that under consideration and we looked pe speeds and topography and making sure that we are meeting at least, the areas of demand in all of the areas, and to figure out where is the most likelihood that we will see a return investment in the growth in cycling as we have the goal of 50 50, which, was actually reached this year which is great. But to maintain it, we need to do more of the same. And so, we did these workshops, where basically we presented some of the information to the stake holders, and we had many representatives from other modes and we had transit, and taxis and the large vehicles, and we had the Police Involved as well, and just to get an understanding and the disability community, what will it take and what does it look like to improve the cycling and get the people to cycle . And this helped the people share their experiences, and ideas to help prioritize investments by area and by treatment time. And so, the retrofit, like i said was focusing on the basics and the safety and comfort and we are under the vision zero lens for all of our project and this is a great, affirmation from the stake holders that the vision zero really is the core of our lens and how we see things and focus on things that are low cost, and use the data driven approach and have the scattered approach and i want this and that and there is no real methodology and having the data driven within the accepted methodology is how we can insure that we are using the resources most effectively and then in addition to the work that we are doing on the street to continue the focus on safety and education. And so, all of that in a nutshell, brings us to this next set of bicycle strategy core doors, and this is about, 67 of them that have come up and we are going to focus on improving the corridors over the next few years. And i am going to have louis come up now and talk about how the streets group is literally passing them out using the opportunities for example with the public works and we have the construction opportunities and we have the opportunities and we want to see how we can actually match those and get them out of the gate, as soon as possible and part of that is getting thal location for the funds to do that. And so, why dont you come forward and finish it up and answer the questions. Great, thank you. And this is a list of all of the corridors identified in the bicycle strategy, as to where we will get kind of the most bang for our buck. As we look into the relatively near future, we see, some of this work is already under way. And there is projects that we are already in the planning phase on, on the left, and these are the, and this is the whole corridor and the segments of it that were either completed the improvements on and or we have the improvements planned like on the pay street, and the second, kind of category is the corridors to be launched soon and you know, thank you to the commissioner for setting the funds to get to work on looking at some areas of the richmond, and to improve the bicycling on and then in the orange on the right are the corridors where we see some coordination opportunities coming up and there is paving or muni forward and going to be working on the street like kerny and we want to make sure that we are participating and making sure that it is a complete street moving forward. And then, these are the, the other, just not to leave them out, that additional, bike strategy corridors that we will continue to look for opportunities and the Program Funds as they become available and also as interests, you know, it comes out forward from the community. And so, today, we are here to request proposition k funding in order to take the strategy, which is a list of corridors and start to drill down into actual project and so what we are going to do is look at every one of those corridor and start to look at the width of the street and or the characteristics of the street and what type of facility do we do in order to reach the goals that tim was just describing. We are also going to pick three corridors, and dive even deeper, start to hold the Public Meetings and get to a place of conceptual design so that we have a project sketched out and a funding plan and schedule and move forward. I want to remind them, that we doubling the amount of bicycle lane smiles that we are installing compared to a Previous Year and this is an unprecedented level of investment and i think that it shows that the leadership of the commission and the supervisors have shown to give us the funding and the resources and the direction to invest in bicycling in San Francisco and we are just, really excited about all of these projects that are starting construction in 2015. And with that, we just wanted to thank you and open it up for questions. Thank you. I do have one question. And in terms of i know that you are going are going to be using the funding to select three core doors and focusing the work on that and reaching the conceptual design for all of the other strategy core doors do you have a time line for when you are going to have some sort of a plan for how you are going for move forward with them . I think that that is part of the exercise, is as we develop what the actual project is, is the three block project. Or a three mile project and we will have to figure out what the schedules of those are even a time line and just to know. A time line for a time line. Sorry to intercept. Yes, when we will know when we scoped out all of the other core doors and prior to it hitting the capitol planner. Actually i dont have the time line, it is in the application itself and it is the authorities could give me a hand and i think that probably late they are year, i am hoping. Okay, i want to make sure that we are all aware of, and right. The ideas that you have and to provide the feedback. In the next 12 months, between 2016 is when we will have it flushed out and the three select corridors that you are going to be prioritizing as part of the package. I understand that you are going to pair it up with other opportunities where there are street existing and the street paving improvement product and want to give an understanding of where you can going to pick the top three. Yeah, so. We are looking because we want to make sure that we dont miss the opportunities, sthaoe if there is planning needed on some of these projects where there is coordination and opportunities to make sure to take advantage of those and that is a factor, and we are also considering all of the things that tim talked about in terms of safety, where the areas with the most crashes, and where there is pent up demand and if we could just fix that vital condition, that we would really increase the number of cycling a lot and a lot of factors that we will be using in order to decide on which projects to take over first. And hopefully you will take over the group, and once you prioritize where they are and that it is spread out geographically as well. I think that we can work with the staff on the up date when we have that. Thank you. Any other questions commissioner . Just a chance to and to make my usual pitch, so, in our crowded district three, where our topography focuses the cycling into a few, narrow commercial corridors we also have an abundance of project and so currently in district three, we have muni forward and vision zero and the central subway going on and there is side walk widening project and we are taking a new look, at our tunnels. As the opportunities for the cycling and the stockton and the broad way tunnels and i am working with the mta to coordinate some of these project and cycling comes up as we consider all of these and we are discussing the lack of continuity across these many different platforms and so the opportunity incorporate the cycling into the potential side walk widening and the commercial corridor studies and would i like to invite more attention to that coordination, and the other thing that i hope that we keep working on, is the more effect integration of the cycling into the commercial core doors and the polk Street Project has been an interesting opportunity to look at that a little more closely, but you know, i know that stockton street, and from china town to north beach ask we are trying to look at columus avenue and hopefully, and i am sure that the need exists all over the city but in our condensed district it is acute and i hope that we can look at this with a collective eye. And figure it out. Any other comments or questions from the Committee Members . Seeing none. Maybe to the next segment. The first request is for the bicycle barometer. Fund the instillation similar to the one that is pictured. Sfmta has secured them using their own funds and final locations are still to be determined but sfmta is considering highly visible spots on the high volume bicycle core doors. And the second request, and the second prop k request that we have today is for promotion, and the day of events and evaluation of the bike to workday, 2015, on may 14th, and sfmta will be the official sponsor with the San FranciscoBike Coalition as the leader and sfmta will produce the materials and conduct the counts before the day of and after to help to evaluate the effects of the bike to workday and the Bicycle Coalition will provide the event day Services Including hosting 25 energier stations that will be distributed throughout San Francisco and including the under served communities and the over all cost for the bike to workday will be 165,000 dollars. And then in the third request we heard a lot of details on, and from louis. The anticipated complexion for this is may, 2016 and that this project will support the goals of vision zero, for the fourth request today i would like to invite david, the Deputy Director for planning to speak to the geneva bus Rapid Transit study. I would like to introduce the study and the request for the prop k funds to complete the study and we will be meeting the cal trans, deadline this month and just as a reminder the study looks at an east, west and transit connection, between the north and west, and bart and cal tran and it is focused towards, connecting the muni forward improvements happening west of santos along geneva avenue, and the project happening near the shipyard developments. During the last round of out reach we heard from the community, and on the slide that you can see the blue the alternatives that we called the black and laser couplet option which looks at the bus and Rapid Transit routes going through hol lie wood and connecting the shipyard developments and to geneva avenue and this will be a alternative while the geneva extension that is the long term. And the other one is on red on the slide and going south, and going through, what is now, betty avenue and this option is less certain given the plans to expand the campus and the release for the nop for the eir and so we are really just weighing the pros and cons for these two alternatives. And the concerns with circulation and the parking lots and it provides us a more direct connection to cal train and so it is just a question of looking at these two options. The request that they are bringing for you today is to complete the study and look at this new alternative in addition to carrying out additional rounds of out reach. We will be having the translation and it is the opportunity for them to voice the concerns or the opinions on the project before it moves to the next phase, with the sfmta which is the preenvironmental work and we are happy to take any questions. I do have a request on the presentation if general, i do see that in terms of the funding that we are, allocating for the bike to work event i know that in the past meetings we had asked a lot of questions about the evaluation and in the packet it showed that there was a survey of how much the ridership increased in past due to the bike to workday events and think that it is all a wonderful event to try to spark people to get on their bikes
