there is compelling evidence that the law enforcement response to the attack at robb elementary was an abject failure. the damning timeline of events showing in galling detail that it was over an hour into the shooting when officers confronted and killed the gunman. three minutes after the subject entered the west building, there were a sufficient number of armed officers wearing body armour to isolate, distract and neutralise the subject. the officers had weapons. the children had none. the officers had body armour. the children had none. texas s public safety chief also accuses the on scene commander of placing officers lives above the children s. the testimony of one survivor illustrates how desperate things were at the time.

minutes after the shooting, the police chief made a lot of assumptions that were completely wrong. the chief thought the gunman was in an office, not a classroom, that there were no students with him, that the door could not be opened without a key, and that officers needed to wait for shields and more fire power before moving in. according to the head of the department of public safety, those errors in judgment and the hour and 14 minute wait cost lives. the only thing stopping a hallway of dedicated officers from entering room 111 and 112, was the on scene commander, placed the lives of officers before the lives of children. and while they waited, the on scene commander, waited for radio and rifles. and he waited for shields. and he waited for swat. lastly, he waited for a key that was never needed. it s not clear why the chief made the assumptions and decisions, though, because he
individual has rank, it doesn t mean they make good decisions in a moment of crisis. when you ve got somebody who is in charge of your special operations, on scene commander, whatever, you better have the right person there, this police chief was not the right person. he couldn t make a decision. and so, you know, this is just bad. there is just no other way of describing it. the officer should not even have waited for an on scene commander. you make entry, they had shields, they had bulletproof vests, long guns, what else do you need? you have kids being slaughtered in there, teachers being slaughted and you re standing around waiting? it makes no sense. it makes me angry. it is embarrassing because it is embarrassing for all law enforcement. jose flores, whose 10-year-old son was killed in this shooting was on with john berman this morning. he said in light of what he has learned, this is before the testimony that we just played from steven mccraw which happened a short time ago, h
