Governor Gretchen Whitmer said Thursday that more help is on the way for victims of the June 26 storm that led to major flooding in and around Detroit.
The flooding swamped basements, totaled cars, and caused other damage. Whitmer said she moved quickly to declare it a disaster, which eventually led to a federal disaster declaration and aid from the Federal Emergency Management Agency. Whitmer said at least 30,000 people have signed up for federal disaster assistance so far.

But not everyone is going to get federal aid, or enough of it to cover what they lost. Whitmer said that’s why the state has chipped in another $10 million, to be distributed to affected local communities.
Energy costs can be a huge burden on low-income communities.
That’s especially true in Highland Park. The tiny enclave within Detroit was literally left in the dark after it ran up a big street lighting bill.
But there are some small bright spots popping up thanks to solar power, and the efforts of one community group.

Left in the dark
Highland Park is a small community, and a poor one. When the city found itself facing a four million dollar unpaid street lighting tab in 2011, it couldn’t pay.

Highland Park now has 18 streetlights powered by the sun. That’s thanks to a community solar group called Soulardarity.
Soulardarity has been installing solar street lights across Highland Park since 2012. That was soon after DTE repossessed all the city’s conventional streetlights over unpaid bills.
Shemekia Nichols is Soulardarity’s executive director. She says the new streetlights provide more than just light.
“They have Wi-Fi access that s open to the community. So all you need to do is just pull up to one of our lights. You will see the guest sign in and then you have Internet access, which is very important to Highland Park,” she says.
