The new law gives the California Coastal Commission Power to levee fines for the First Time Since it was created in 1976. They can go to court and have that owner explain or defend why theyve blocked access to the coast, and if a judge rules the owner did indeed block access and violate the rules of the coastal commission, they can be fined.
