You come to a place like ocean beach in San Francisco and its easy to take beach access for granted. Its wide open. This is aimed at Property Owners where beach access isnt as clear cut, or the access is being blocked for people who just want to spend their day out on the sand. The new law gives the California CoastalCommission Power to levee fines for the First Time Since it was created in 1976. They can go to court and have that owner explain or defend why theyve blocked access to the coast, and if a judge rules the owner did indeed block access and violate the rules of the coastal commission, they can be fined. So the burden is now on the owner instead of the commission. Tony atkins created the original bill, this is narrowed down, its a big change. According to a study last year, it found 2 dozen violations statewide, 30 of those focus on blocked access. Enforcement, a real hurdle, this dramatically changes things. The unfortunate thing lies with the commission, they have the tool to find someone. Before it could say, okay, youre doing something wrong, we think, they would get into a long protracted court argument, the judge would throw his oar her hands up, i dont know what you guys are talking about. All thats gone now. This was not designed for the Martins Beach case. Its new, thats where a Property Owner has been accused of blocking a gate disallowing access to the beach. The judge could issue a fine depending on the timing of their conclusions, because the law does take effect january of next year, i have reached out to that owners attorney but have not heard back. Several families escaped injury today when a home caught on fire in concord, it started about 6 00 this morning on detroit avenue, firefighters had it under control. About an hour later, no one was at the home that was gutted. The blaze damaged neighboring homes, displaced at least four people. No injuries reported. Firefighters were able to put out a fire in oak veil this morning. No one was hurt. The cause of the fire under investigation. A teenager dead and three others injured in an Early Morning shooting. Officers arrived to find a teenaged boy shot in the chest. They also found three other gunshot victims. All four were taken to the hospital where the teenager died. Theres no motive for the shooting, but police say theyre looking for another teenager who left in a blue nace an compact car. Two women are involved in a shooting this morning. They found the two victims in their mid20s with gunshot wounds to their heads and neck. The victims identities have not been released. Police ask anyone with information please give them a call. A pacifica woman is suffering from life threatening injuries after being struck by a suspected drunk driver. They were called to san pedro avenue about 11 00 last night. They found the 33yearold woman injured on the side of the road, she was taken to the hospital for treatment. Police located the suspect, identified as robert wolf of monday tara.
