reporter: the transgender community says beatings like this one happens often but this time it was caught on tape. they are trying to capitalize on the tension. it is tough to watch. a woman gets a beating by two females. we now know the name of one suspects be police say teonna brown acted with a 14-year-old girl. reached out to sandy rawls with transunited. she says the abuse is nothing new. this was posted on youtube. this happens all the time in the transgender community. reporter: some condemn the person behind the video camera but the recording may be the best thing to happen. the victim said she had a seizure. the transgender community believes cutting a discrimination and violence begins with educating kids. we teach them that all people are to be respected. we do not have to worry about this kind of behavior than. reporter: they have asked the maryland attorney general to investigate the incident as a hate crime. baltimore county police say they are working
eliminating it from our ranks. the fbi says the 2 year long investigation began with the city police department and involved wire taps and electronic surveillance. there s absolutely nobody in this police department that should be hanging their head right now that the police department did their job. they routed out corruption, alleged corruption within their own ranks and should be very proud of that effort. reporter: 15 of those police officers had their first court appearance here at the federal courthouse here today. police are trying to track down two of the other police officers who have not been arrested yet because they were on a previously-scheduled vacation. all of the officers are suspended without pay, pending the outcome of the trial. and they have been stripped of their police powers. we re live at the federal courthouse downtown. derek valcourt, wjz eyewitness news. derek, thank you. live complete coverage continues now with kelly mcpherson in rosedale,
