Nearly 2,000 detained for Phnom Penh curfew breach

Nearly 2,000 people were detained in the capital for violating the curfew imposed by the government and Phnom Penh Municipal Administration.
Municipal police spokesman San Sokseyha told The Post on May 16 that people were detained in two phases. In phase one, the government locked down Phnom Penh from April 15 to May 6 banning travel from 8pm to 5am. During phase two, the municipal administration extended the curfew until May 15.
“For one month, 1,940 people were apprehended – 11 were imprisoned; three were sent the court; 1,298 were reprimanded; 291 were sent to quarantine centres; four were treated for Covid-19; and 333 were fined,” he said.
The Cambodian government must take urgent steps to avert an emerging humanitarian and human rights crisis under the country’s COVID-19 lockdown, said Amnesty International today.

With the Kingdom continuing to grapple with the ongoing community outbreak of Covid-19, the government has introduced a series of measures to contain the pandemic, from curfew and inter-provincial travel ban to a lockdown of the entire capital.
The restrictions, however, couldn’t seem to deter some people from venturing out, prompting the government to designate some Covid-19 hotspots in Phnom Penh as Red Zones, where residents are forbidden from leaving their homes.
But despite the designation, some residents were still seen roaming the streets, pushing the local authorities to take the matter into their own hands and turn to their last resort: sticks.

Police in Phnom Penh s Chroy Changvar district are building a legal case against a military officer after he deliberately rammed into a lockdown barricade.
According to a Facebook post by municipal police chief Sar Thet, the 31-year-old officer, Khieu Chansopheaktra, crashed his motorbike into the barricade at the Taprom roundabout on the morning of April 20. The post said Chansopheaktra, a resident of the capital s Tuol Kork district, also insulted and assaulted the authorities.
