kennedy and the cuban missile crisis. what is putin s off ramp? where does he find a way out? where does he find himself where he does not lose face but significant power? his military is, you might say, significantly underperforming. cnn s fred pleitgen is in kyiv. fred, significantly under performing. there are voices inside russia saying the same thing right now. reporter: there certainly are. i think those voices are growing. we ve also seen a lot of in fighting, if you will, between a lot of the power sectors of russia, especially at the top of the country. one of the interesting things we ve been seeing over the past couple of weeks, christine, the ukrainians believe there is a threat, that russia might at some point use tactical nuclear weapons in this conflict. the threat of which keeps rising all the time. however, the ukrainians are saying that is not something that will have those counter offensive. here s what we re finding. dangerous battles for ukrainian force
of all kinds. mounting frustrations. my patience is gone. people in my community, they lost everything. reporter: fema says it will open other disaster recovery centers in fort myers. nearly 2800 fema staff are recovering across the west coast of florida. still, some of these people feel they ve been left behind. i don t have to live on sanibel or fort myers beach to be one of the people that they care about because to me that seems like that s all they care about at this point. reporter: we went to mary bloomfield s neighborhood, harlem heights, where the loss is on display on every road. san iisanibel, fort myers, n about harlem heights. we definitely felt left out. there are distribution points run mostly by nonprofits. we re trying to provide and meet the basic needs of the people of my community. reporter: as for mary fernandez, she never made it to the front of the line. she left when she realized she ran out of time in order to make it to her surgery.
