The Jamestown City Council discussed how the city will save some money because of accrued liability that was booked to pay retroactive pay increases to Jamestown Police Department employees.

The city of Jamestown won’t be paying as much for losing the police arbitration case as once projected.
On Monday during the Jamestown City Council work session meeting, Ryan Thompson, city comptroller, told the council that because the previous administration, lead by former mayor Sam Teresi, had booked accrued liability to cover retropay increases through 2019 to police union employees, the city won’t be paying an estimated $1.1 million. He said because of the accrued liability, the 2% pay increase to the police employees for 2016-17 will impact the city only $220,000 for both 2020 and 2021, for a total of $440,000.

We have a slight quibble with Mayor Eddie Sundquist’s State of the City address last week that is symptomatic of something we have noticed from Sundquist’s first year in office.
The mayor does himself no favors when he makes statements that can be easily refuted with a quick Google search.
For example, Sundquist said Monday during his State of the City address that for the first time in decades, the city has allocated funding to improve neighborhoods and provide direct funding to homeowner to make necessary repairs to their homes.
It’s not hard to see that statement doesn’t hold up to the slightest bit of scrutiny. The city has spent hundreds of thousands of dollars over the years in Community Development Block Grant dollars on activities like housing demolitions, owner occupied housing repairs, rental property repairs, targeted code enforcement sweeps in eligible neighborhoods, Zombie Property work going back at least six years and partnering with non-pro

Mayor Edward Sundquist may have followed the city’s procurement policy, but he still shouldn’t have leased a new vehicle without approval from either JURA or the City Council.
Sundquist said the city requested bids for proposal, receiving five. The only difference with his vehicle is the cost of the lease is a line item for the mayor’s office instead of being a part of JURA’s budget.
But that’s not exactly true.
Former Mayor Sam Teresi’s vehicle was a city fleet vehicle. While driven largely by the mayor, it was available for other city employees should the need have arisen. And, the cost for a fleet sedan was likely much less expensive than the lease on an SUV. The upgrade from a sedan to an SUV counters Sundquist’s assertion that his vehicle was a replacement lease.
