Forward, i have been focused like the laser on trying to help the country get to a Better Safety posture when it comes to the movement of crude by rail. Su the point we have taken 24 shortterm measures that were thought about as bridges longterm answer which is ultimately a rule on this. Just to cut to the chase, you have to have a comprehensive approach to is this issue. There is all lost in the news about hank cars and tank car standards. The cape cod is that mitigation device. Is not a device designed to prevent an accident an accident for some period of time. We have to have a prevention strategy, we have to have a mitigation strategy, we have to have an Emergency Response strategy. One thing we pushed on the department is a comprehensive approach to take into account all those areas and i would say that i think there is the building consensus both outside government but within government, the right way to go. We are still working through the later stages of rulemaking, this is an

There are reports and theres a lot of oversight in this subCommittee Mark. So i would say while i agree with some of her comments and ideas behind why she wants to see this, i would also agree with mr. Turner that the unit cost as come down for us and make date in some ways more affordable as well as for many of our allies looking at some of these buys in order to make sure they are also applied by this. Thank you for your time. Appreciated. Gemmill and from mr. Castro appeared i would like to yield three minutes to the gentlelady from california ms. Speier. I thank the gentleman for yielding. I have a question or to chair the subcommittee. Mr. Turner, the fact that the gao, the Inspector General and the department of Operational Testing and evaluation have all said that there are problems and that we need to recognize moving forward we dont even have to ramp up capacity as i believe the gao, do you basically disagree with the conclusions made by those various oversight entities . No.
They are not the same people dedicated to producing the light, sweet crude thats produced in the oil sector, for the most part. So if you offer discounts to asian consumers at large so that they become beholden to your type of oil and they build refineries specifically dedicated troo processing your type of oil its going to be harder for them to switch to somebody elses oil down the line. So it makes sense to keep the price a bit lower right now so that asian consumers build up refinery capacity for medium and heavy sour sulphur rich, saudi type oil, and you try and guarantee your market down the road when you will be putting on the brakes and sending prices back up. Okay, this is kind of thinking about the supply and demand side of the market, but there are other factors that we need to think about that i think people dont often like to consider. And that is that the saudis, the qataris and their friends in the gulf on the sunni side of the aisle have created a monster. By funding rad
Is availability. How do we insure stability for these Academic Medical Centers and patients they serve if we put gme funding at risk . We believe and hope that our proposal does not do that and meets the objectives of making sure we are training appropriate physicians for both primary care and specialties where we dont have as many as we should. At the same time, making sure we target it. There is 100 million for pediatric and a wider pool for competition. It is an issue we want to meet the same objectives in the same time and do it in a fiscally responsible way. Thank you. Mr. Guthrie, five minutes for questioning. Thank you, madam secretary, for coming. I look forward to the next years as vice chair. First directing your attention to the cost Share Reduction Program contained in the aca.
