Vineland Police Chief Rudy Beu, 60, was found guilty of insubordination, conduct unbecoming a public employee and neglect of duty
Retired Judge Raymond A. Batten recommended that Chief Beu be demoted to deputy chief
A fellow officer alleged that in April 2017 Beu told him he would promote him if he could have sex with his wife and underage daughter
Judge Batten also found Beu guilty of promoting his own daughter to the Vineland police department s Juvenile Division
The hearing officer also found that Beu refused to turn over at least 19 internal affairs files that city attorneys had requested
