Reporter video shows the man who police say is in his mid20s to mid30s lurking in the hallway of this building where he made his move in the third incident, entering through a front door where the lock was broken and following a 40yearold woman into an elevator and forced himself into her apartment where police say he raped her and stole her cellphone before running away. Did not indicate criminal conduct by police. Enhanced Surveillance Video from the november 2014 shooting shows loehmann and garmback drive up to tamir rice. Within two seconds of exiting the cruiser, loehmann opened fire on the twelveyearold. Prosecutors say the footage shows rice pulling out the pellet gun, possibly to give it to police or to show the officers it wasnt real.
