Did not indicate criminal conduct by police. Enhanced Surveillance Video from the november 2014 shooting shows loehmann and garmback drive up to tamir rice. Within two seconds of exiting the cruiser, loehmann opened fire on the twelveyearold. Today metro police announced a change of posture due to recent world events. As they prepare for the festivities later this week.
