Introduction It’s a real honor to be here at The Heritage Foundation. This is one of the most important institutions in our nation’s capital indeed, in the entire country. For decades, The Heritage Foundation has led the way in promoting policies that advance freedom, prosperity, and individual liberty. It’s been a stalwart in the fight to confirm textualist, originalist judges who will interpret the law as written, not make policy. I’m particularly honored to have been invited to deliver this year’s Joseph Story Distinguished Lecture.
