面对危机，范仲淹、富弼、韩琦等一批少壮派官员登上了历史舞台，他们推动的“庆历新政”意图整顿吏治，在加强效率的同时，节约财政开支。
当年发生了这样一件事：
强盗满意而归。可高邮官员的懦弱行为却激怒了皇帝，宋仁宗欲将其治罪。因为宋代相关法律规定，此类行为应该被处以极刑。
而深得皇帝重用的范仲淹却出来辩护：高邮根本没有足够的兵力和器械抵御贼兵，抵抗是死路一条。既然百姓愿意以出钱免受兵灾，那么这事就情有可原，杀了晁仲约不是立法本意，不如放了他吧。
实际上，当时在高邮大约驻守了300名精锐禁军。在紧急情况下，当地还可以征发民夫守城。所以范仲淹说抵抗是死路一条是说不过去的。
但耳根软的宋仁宗仍然被范仲淹说服，免除了当地官员的死刑。
