million billion dollar clean-up fund to be administered independently. our chris lawrence is live in new orleans this morning. chris, the president s heading down to the gulf coast again today. are we getting any information about what this new containment plan might be? reporter: yeah, we are, john. basically what this is, the coast guard is telling bp the plan that you had may have worked for what we thought was gushing out of that ruptured well. now that we think it may be twice as much, the plan s got to get a lot better and faster. bp has just started installing the first pieces of a new conduit system it says could contain 2 million gallons of oil every day. it s supposed to be ready in july. crews have also started building the first of six sand berms that could keep oil out of the bare y i barrier islands. oil-soaked birds, tar-stained beaches and local businesses are going bust which is why the coast guard gave bp a sunday night deadline to speed up its plans. the
