The Richmond School Board voted Monday evening to implement a rule requiring all students to use clear backpacks in an effort to deter weapons in schools.
The Richmond Education Association called the move "union busting." Superintendent Jason Kamras said Neri Suarez "is being terminated because she refused to return to work when required to do so."
