you are looking at live pictures of times square in new york city. thousands already filling the seats to begin the countdown to 2011. good afternoon, everyone. i am jennifer franciotti. final preparations are under way for new year s eve celebrations across the nation, and here at home in baltimore. organizers are tying up loose ends for the celebrations which are expected to draw a quarter million people to the inner harbor. it will begin at 9:00 tonight at the inner harbor and the theater. revelers have packed their patience and expect congestion, especially if you plan to drive. we are encouraging people, if they drive downtown, be prepared to part, but come down early. there is plenty parking available. there will also be live musical performances and will run until 12:30 in the morning. there are more options than ever to get a safe and sober ride home in baltimore this year. aaa and yellow cab are offering their tipsy taxi service until 4:00 a.m. new this year, t
