china has promised the game to every previous president. and now they re hoping that they ll have a heavy blow. leland: is the issue that china doesn t have the ability or they don t think it s worth it? it s a little bit of both. they have the economic engagement with north korea. they fear any increase in pressure could cause an explosion of north korea latching out or inability with regime collapse. leland: they re not the ones threatened with the north korean weapons. you ve noticed that part of the team is ex-officials that have the talks before the talks. i want your thoughts on charles lane and the piece he wrote. if the past 25 years taught three generations of kims anything, potentially adversaries are divided and will tolerate threats and blackmail
certainly the largest north korean trading partner and economic partner is china. so that does give china leverage. then china is extremely reluctant to do it. they fear any increase in pressure on north korea will either lead to an explosion in north korea lashing out against the south or against the u.s. or an implosion in regime instability or perhaps even regime collapse. so it s always been extremely difficult to get china to implement required sanctions. but the u.s. can do a number of things on its own, using our own laws. we can defend our financial system against those entities, including chinese banks and businesses that are using u.s. financial system. and because the vast majority of transactions in the world are denominated in dollars, including north korea s and china s, that means they come through u.s. banks and gives us a lot more knowledge. president trump hopping in
urging the president to go forward, to get really a global cooperation in this regard so as to put pressure on that country to really make sure that north korea doesn t move any further along that that red line? reporter: well, what china has been trying to telegraph all along is they re just as fed up with the north korea situation as anyone else. they re tired of having the nuclear problem on their doorstep, complicating their relations with the u.s. and the rest of the world, but they feel there s really only so much they can do. they can tighten sanctions, they can hold back oil shipments, they can try to tighten sanctions on some of the banks or trade companies that continue to do business with north korea, but china is not going to be in the business of being the architects of regime collapse and regime change. they don t want chaos on their border and they don t want refugees flooding across their border. there s also some strategic advantage for china in being
