BECAUSE THERE WERE NO GOOD TESTS FOR HIV TO TEST THE BLOOD WITH AN THE DISEASE WAS A LOT LIKE COVID WHERE THERE WAS NOT A LOT KNOWN ABOUT IT, AND UNLIKE COVID, IT COULD SPREAD THROUGH THE BLOOD SUPPLY.
