Out of respect for congressman lewis and senator isaacson and i think were going to let start with congressman lewis. Were honored youre here congressman. Thank you for joining us. [ inaudible ]. Well, thank you for your statement on how important the senate is but the constitution the were upper only in our own min
Me, but its going to have to be changed. All the entitlements are going to have to be changed. But we should not look at this as a meat cleaver. We should think about in the 21st century a better way to modify all these systems. Medicare, let me tell you what were doing in ohio in medicare its run on the basis of quantity not quality. We had money to deal with asthma. Keep kids out of the hospital for asthma. What we found out is we were successful. Hospitals had few servicities. Okay. Therefore they had less revenue. The Insurance Companies didnt pay as many claims. They had more revenue. Guess what, we were able to get the insurance kwps and hospitals to share the benefits so that we keep kids healthy and at the same time drove down the cost of medicine and everybody is a winner. We have to think creatively in my opinion in dealing with the problems of medicare and Social Security. Lets figure out this system, but it has to be changed. We cant just say you cant tinker with it you can
Stagnation. Thats what they said, that that he recognized people were working hard but feeling like they werent getting ahead. Thats what they said. Problem is that their budget makes it much harder on working families around the country. In fact, it will make life more difficult. It will make it harder for people to get ahead. And i think it is important to look at what it actually does. One of the things it does is greenlights, paves the way, for the romneyryan tax cut plan for the very wealthy. Again, that plan would drop the top tax rates for millionaires by a full onethird. So if youre already doing great, the republican budget is good for you. But everybody else gets those tax breaks at the expense of everybody else in the country. And the groups who are represented here today know what the impact will be. So it actually raises taxes on working families. They get rid of the Higher Education tax credit all together. Gone. They get rid of the bumpup for the Child Tax Credit. They g
Are healthier. But the republican budget puts all of that at risk because it is a dark vision for the future that says to everyone across america that youre going to have to work harder for less. And here are a few examples because we, even though unemployment is lower, weve got to do better with paychecks, with takehome pay and higher wages. Here are a few examples. When you think about how do we boost wages across america. I had an amendment last night to make sure that america keeps its number one position globally in medical research. It was an amendment that said its time to answer the call of dr. Francis collins at nih. The journal of american the American Medical Association said congress, unless you act soon, asia the Asian Countries are going to eat our lunch. Theyre going to become the World Leaders in medical research. The republicans rejected additional investments in medical research. We anticipate that that is going to cost us 1300 grants to our young talented scientists
Be subjected to discrimination under any program or activity receiving federal financial assistance. That is what happened to Abigail Fisher. It is not disputed. She was treated differently because of her race and color and national origin. Now, we are not going to be talking so much about title vi my when we talk about the constitution. The Supreme Court said it doesnt really mean what it says. We just think it means what the constitution means. Constitution has a little bit more wiggle room. Although knobloch or the constitution guarantees equal protection of the law, and the outlaws the whole purpose of it the 14th amendment was to outlaw racial standards. That seems pretty straightforward. There was an act of 1981 that been Racial Discrimination, including in regards to college tuition. It sounds pretty straightforward. Think of those things not mean what they say. There is an exception in this area. You would think, well, gee, it would be an exception. It would be an exception to
