Under Presidential Proclamation No. 25 signed on July 28 by Executive Secretary Victor Rodriguez, the official said the holiday would give the people of Samar the opportunity to celebrate. "It is but fitting and proper that the people of Samar province be given the full opportunity to celebrate and participate in the occasion with appropriate ceremonies, subject to the public health measures of the national government," Rodriguez said in a proclamation posted by the local government on Wednesday.
