that provide to individuals and give them a choice. no longer will government control all. no longer will your premiums go up and you have a high deductible. remember the fact that more people paid the penalty and took texas elmtion than signed up for obamacare. when people sit back, read the bill, understand what s going forward to that education will work quite well. i was talking to one of my colleagues up here who has been around for a long time and saying something that i thought was very interesting and that is that, you know, it is very rare that congress once they have given a benefit to the american people, to take it away. i know you re saying you re changing it but it will be framed as taking it away. we don t take it away. that s the misrepresentation. this is pre-existing condition. everybody that s currently on medicare is protected through medicaid right now. this has nothing to do with medicare. what this does do for all those people losing health care
he was supposed to have a meeting with the prayer of australia in a couple of hours or so. he placed a phone call to him earlier and said look i ll be held back in washington because of this so i ll see you this evening. kind of unusual decision because this isn t like the president is signing a bill into a law or anything. he s simply taking a victory lap. but he ll be coming here, his first visit to his home town. that s what s so extraordinary, wolf. he s gone 107 days without being in manhattan. the longest point at any time in 70 years on this planet earth here. that s an interesting moment that this president tonight will come back to new york city certainly with a bounce in his step, wolf. i m sure he ll be very happy as a results of this vote. they have a long, long way to go before repealing and replacing obamacare actually takes place. i want has to go to the senate. difficult process because senate rules require the support of eight democrats. but even there with 52
insurance in iowa. what does that do to pre-existing conditions. you can t have coverage in that process. this is an opportunity to show how premiums go down, have more choice and let the individual decide what they need and as we walk through this and show people, i think you ll see a fundamental different change across the country. you were very focused on communications and this is going to be a huge communications challenge. this next election cycle, 2018, just started in a big way. you just heard the opening sal very if the democratic side. nancy pelosi very, very strong in saying if members people back home don t know who the members of congress are they know now. you have a lot of work to do to keep your endangered members in their seats. the work has to do is explain. every day goes forward somebody loses health care because of obamacare. this about the individual market medicaid being able to sustain
charge. healthcare is and will repamain partisan issue and both sides are doing what they feel they have to do for their base, only the democrats are believing right now they can use this to get the majority back and republicans are saying, you would have gotten the majority back if you had defeated us today. but because we won today, we have a better shot of keeping our majority here, it s just too two different ways of looking at the world, you know, the country is divided on this issue. completely. and it was just as it was when obamacare passed. the same way. and the couple points, one is, obviously, we don t go what s going to actually become law and it s unusual to see a rose garden celebration for a bill passing one body of the congress instead of both. so, you know, we don t know what is let s assume for the sake of argument because every prediction in the last two years has been wrong, let s assume this becomes law. i think the real question is, what s the reaction?
iowa, virginia, insurers leaving that s an important points to make. e aetna said it was leaving because of uncertainty in the marketplace. even after this is passed i would argue there is still going to be uncertainty in the marketplace and still questions about the high-risk pools because if this bill were to be adopted just let s say it won t be but say if the senate adopt the same provisions on high-risk pools adding another $8 billion even the american enterprise institute a conservative think tank says you would not need a billion over five years you need 15 to 20 billion over one year, just one year. so it s not enough money. would insurers have the same problem with this bill that they did with obamacare. according to kaiser, obamacare paid $2 billion to high-risk
