Mr. Speaker, for the past 20 years, as a practicing lawyer and business owner, i have seen firsthand how companies have tried to grow and create more jobs, but they simply cant due to the strangling grip of obamacares employer mandate. Small businesses tell a story of how their current plan was canceled and how they were forced by obamacare into a health plan that covers less with higher copays and higher deductibles, along with unsustainable increases in premiums. Simply stated obamacare is crushing Small Business across this great country. And despite the urgency of the crisis, the president has decided to dig himself in and promised to veto any commonsense reforms such as removing this employer mandate. So if the white house has decided not to collaborate with congress to ease the burdens on families and businesses, then the only path we have is full repeal. Along with that mr. Hearing on our proposed budget for fiscal year the next two fiscal years fiscal 1 5 1 5 16 15, 16. We introduced a number of proposals which Commission Voted to forward the Mayors Office at the time. However we had not fully plushed out what the proposal will be for our i. T. Program. We did leave some allocated balance, and the specific program was not called out in those prior hearings. We committed it . Back to you this month to finalize that proposal. As we had discussed previously at prior hearings the budget that we have proposed complies with the instructions from the Mayors Office. We have met the instructions. We have covered a year to general fund savings target. We funded our increases internally within the budget. We have restored significant plan reduction to Community Programs that was adopted in previous budget.
