Francisco that services is to be transferred we have a robust cal Works Program with earlier education that provides subsidies for the children and two to another county their kids could be in school we have to reorient cal works to get up e keep that intact it is a challenge one were committed to a family might move to Alameda County or oakland if theyre in a subsidized job well pay for the transportation theyll be consulting in but really is it is a change in the way were approaching our services and with our nonprofit partners the hampton families are up in oakland to better provide supports for families. Maybe this is probably more a question for office of housing do you see structural changes we can make with the revisions other than the middleincome. Well, ill defer to mr. Olsen. There are changes that need to be made at the state level transferring a case out we need a more reasonable approach to the assistance programs all of a sudden the family goes to another county didnt mak
Actually awarded for the grants and do you work with the cyber center at Homeland Security at the nddk to on how these grants are distributed or the technology that theyre developing there . Explain a little bit how that process works. Id have to go back and ask staff. Most of what we see with states using our funds ren hansment in their centers. Id have to go back and ask. I know we have work to expand eligibility on what grants can do but theres also within the cyber world still a lot to be determined, whats the best practices and how of this is an it investment versus Homeland Security grant. Id have to go back and ask. Our role is funding states i met with a big city Emergency Managers a couple of weeks ago. This is at the top of their list. They were talking about what to do during communications in an emergency. We said what would happen if communication went out and they said thats our earthquake plan. We get our units to go out and start patrolling the area. If the center cant
Because it got wiped out. We need to move beyond that. We have to look at not just Building Back to what we always looked at cost benefit analysis and make investments. This gives us the ability to move beyond just looking at one set of criteria. It seems that your mitigation effort has to be focused on the actual hazard. In this budget youre looking at additional funds for Hazard Mitigation but i would certainly want to know that is based on the actual hazard itself and mitigate both the hazard and longterm cost for the federal government and the locality. And that has been the criteria for determining Hazard Mitigation. I can show you example where we have had predisaster mitigation. States have taken that like in oklahoma to do grants to families to build safe rooms for tornadoes. Our goal is to reduce risk. Theres a lot of driving factors of that and changing environment but when we want to look at, what are things as taxpayers if we can spend money on the front end and reduce futu
Here. Let me begin with a topic that the chairwoman is familiar with, Cyber Security, particularly the faa. I had the privilege really of watching the chairman work and superb job of pending the intelligence bill and no one knows more and more thought 68 about the issue than senator collins, but i understand that within the faa there is a huge need to protect the system from Cyber Incidents and intrusions. But that there is organization in the air Traffic Organization that basically has to borrow funding in order to help promote Cyber Security from other agencies and borrow personnel, that there are different experts within the faa that disagree as whats the best approach and how to deal with it. Its it is a critical issue. And it seems not only is it a resource issue but its an organizational issue so let me ask you, mr. Secretary, what are you and the director who i have great admiration for doing to get this done. You know, we are late. We wont see problems on the road. We are alrea
