They have officers that are here from our Hostage Negotiation Team trained specifically in dealing with people in a state and someone armed with a weapon. Reporter people identifying themselves as family members say he was mentally ill and they were anguished over how it might turn out. Police employed a time and distance strategy. They took all the time they needed and they kept their distance. They didnt provoke the person, but after four hours of him laying face down on the street and not responding to their commands, they fired additional bean bags as well as flash bangs and they were able to take him away on a stretcher.
