On monday, the office of the controller released their first Public Integrity review report, focused on contracting procedures that the department of public works, in that report and its findings are the focus of this hearing. There are a myriad, concurrent investigations connected to the scandal. Both locally and federally. Our focus today is not on criminal charge or the fbis work specifically. Our focus here is less on individual bad actors and more on the systems and structures that enabled and empowered them to commit bad acts.
