homeland security kevin estimates there are 2.8 million illegal immigrants. now, you get about you get one congressional seat for every 700,000 people. if that s the case, it means that california has picked up roughly four congressional seats based on a population that s really not even legally american. how is that fair to the states that have lost representation based on california s gain? how is that fair, kevin? well, we do need to make sure that everyone is accurately counted. i think that s the key. we don t want to discourage people from not answering the question because they re afraid of any retribution that would come from them answering the question about being a citizen. i believe the best thing is to get the accurate numbers so that we make sure resources are allocated properly. that s what the census is really about. and that s why for me the risk of people avoiding the question
