And looking back over those 24 years, can anyone deny that our country has made great progress in expanding our concepts of the rights of people with disabilities, the right to be educated and welleducated, the right of people with disabilities to have independent living, to live on their own, not to be institutionalized, the right of people with disabilities to associate freely with others, the right of people with disabilities, children with disabilities, to go to school with other kids who are not disabled, the right of people with disabilities to travel freely with barriers broken do down, ramps, not stairs, buses that are fully accessible now, trains, everything accessible, every building designed in america think about that every building designinged and built in America Today is fully accessible. Industry. This industry contributes in a positive way to our balance of payments with the rest of the world. Weve been running the trade deficit, not because the medical Device Industry, theyve been part of the solution to that challenge of the trade deficit. And here in the Public Policy world, a tax has been assessed on that industry. It just doesnt make sense. I just want to close by once again mentioning my admiration and appreciation for mr. Paulson who has been a leader on this issue. Weve got the 260 cosponsors on this bill. Weve got the votes to pass this. The Senate Earlier this year, during consideration of their budget resolution, in more of a symbolic vote, but on medical device tax, had a bipartisan majority come together as well to suggest we should get rid of this tax. For all the controversy that dominates washington today, for all the partisan bickering, for all the polarization, for all the gridlock, here we have an issue where we all agree its the right thing to do.

Whether or not it is in our best interest to allow any entity to essentially grade its own papers. We dont do that in any other category of life. We dont get to sentence ourselves when were in court. We dont get to grade our own papers in the classroom. The other aspect of the arb is who they interviewed and didnt interview. Whether or not they have to accept recommendations or dont have to accept recommendations. Thats a separate issue, whether the arb works, whether or not it has shortcomings.
