Tuesday’s East Grand Forks City Council meeting doubled as a short memorial service.
After quickly working through a handful of humdrum agenda items, city officials and administrators in turn eulogized Henry Tweten, the longtime Eastside civil servant and Minnesota political mainstay who died Sunday at age 97.
