The latest data from the federal department of housing and urban Development Shows 30 of the overall Homeless Population in the United States is here in our state. And here in the bay area, renewed concerns of environmental and health risks in the south bay, where homeless encampments have grown along waterways in both san jose and santa clara and the largest water provider in the south bay, is now proposing an ordinance to ban unsheltered people from camping along those waterways.
