The PAGD is a five-party alliance comprising the National Conference (NC), Peoples Democratic Party (PDP), CPI(M), Awami National Conference and the Peoples Movement.

On October 15, 2020, National Conference Chief Farooq Abdullah announced the People s Alliance for Gupkar Declaration (PAGD) after an all-party meet at his residence in Jammu and Kashmir. A total of seven political parties in Jammu and Kashmir came together to announce the formation of this alliance.
These seven parties include National Conference (NC), Jammu and Kashmir Peoples Democratic Party (PDP), CPI, CPM, PC, JKPM, and ANC formed the alliance with an aim to restore Article 370 and thereby return J&K to its special status, which in 2019 ensuing much debate.
