We started with san jose. We met for many hours with san jose. They share with us some of the changes that they went through and i think both for san jose and for oakland, the commonality in that there was some outside force, some outside interest that cause changes to occur. Honestly for open it was at a Consent Decree. Which is expensive. I think for san jose was judge kordell. They start with rewriting all the general orders all of their general orders are current, uptodate and searchable on the san jose website. Then they started with the Data Collection.
