The Mathews County Board of Supervisors took just three minutes to pass the $28.13 million FY 2021-2022 budget on Tuesday during a special meeting called for that purpose.
The vote was 3-2, with supervisors Amy Dubois, Melissa Mason, and board chair Mike Rowe supporting the motion to approve the budget and Paul Hudgins and Jackie Ingram voting against.
The balanced budget is approximately $576,000 less than the current year’s budget and requires no tax increase. It provides $15.59 million toward the Mathews County Public Schools budget and $2.33 million to the county’s Social Services budget. It also includes capital expenses of $695,000 for technology that will be covered by a matching grant; $341,000 for infrastructure maintenance, $222,000 of which is for the new public safety radio system; and $14,500 for renovations to structures on the Historic Court Green. The remaining $8.96 million funds the county budget.

The Mathews County Board of Supervisors was unable to pass the annual county budget on Tuesday, casting a tie vote in the absence of one member. Supervisor Melissa Mason didn’t arrive until the meeting was almost over, saying that her mother was sick. She was late to last month’s meeting for the same reason.
Chairman Mike Rowe and supervisor Amy Dubois voted to approve the balanced budget, which contained no increase from last year and required no tax increase. It was the subject of a brief public hearing earlier this month that drew no objections from the public.

The Mathews County Board of Supervisors elected its officers for 2021 during its annual organizational meeting last Wednesday, which was held virtually on the Zoom platform.
Mike Rowe was selected as chair on a 4-1 vote, with Paul Hudgins dissenting. Melissa Mason was unanimously elected vice chair.
Deputy County Administrator Julie Kaylor will continue as clerk of the board, with Communications Manager Caroline Oxley continuing as deputy clerk.

The board is required to name a physical meeting place for its monthly meetings, and voted to make Mathews High School its primary meeting location from February through June, while pandemic precautions will likely still be required. However, members made it clear that virtual meetings will still be held as necessary, on a case-by-case basis. By a 3-2 margin Tuesday afternoon, the Mathews County Board of Supervisors approved a classification and compensation plan designed to provide county employees with room for growth and give the county more flexibility when setting salaries and adjusting for merit and cost-of-living increases.
Supervisors Paul Hudgins and Jackie Ingram cast the two dissenting votes during the meeting, which was held virtually and shown on the county’s meeting portal.
The plan also establishes promotion policies, with 5 percent between grades, and provides $100 to each employee for each year of service to alleviate the compression that occurs when entry-level salaries are raised but existing employees don’t receive raises.
