After strong proposal, Visalia could be ready to dive into aquatic center After 20 years, one councilman’s fight for an aquatics center could be coming to an end.  Greg Collins, once a water polo coach, lifeguard and swim instructor, has been pushing for an aquatics center for the city of Visalia. After his last presentation, the Visalia Parks and Recreation committee praised Collins for his work on the project and the updated plans.
