Because there is a potential that those mitigations to fail or not be adequate, we dont know. We dont even know what they are. So, this board cant make a finding that no mitigation is me. By approving a categorical exemption, what this board would be saying is that this project has no potential significant Environmental Impacts and youve got a record in this particular situation that proves the contrary.
