J. , as we have seen new mayors, a new Police Commission basically, we have seen a change in the chief, weve also seen change in the board of supervisors. So in terms of what this project has been and what it has become, is that this is truly a homegrown approach and this is an organization in a city saying that we are committed to this and we are committed to constitutional policing practices in San Francisco. What we are seeing in phase two is this report will be expected mid december, 2019, but the progression of reform, and what we are seeing as an accelerated pace in terms of reporting on what the department is able to achieve, and we are starting to see some expedited growth as a result of those early wins.
