The Prison Population in england and wales has hit a record high for the second week in a row. The latest figures show there are now more than 88,500 inmates. Thats a rise of almost 1,200 in five weeks. Around half of those are cases linked to this summers riots. In a few days time, the governments temporary early Release Scheme will begin, and some offenders will be able to leave jail at an earlier point in their sentences.
