republican presidential contender rick perry rolled out an economic plan for america. that he says will give taxpayers a choice: pay taxes under the country system like you have; or, pay a flat tax of 20 percent. each individual taxpayers will have a choice. you can continue to pay your taxes as well as the 9:00ants and lawyers under the country tax system we got. or you can file your taxes on this postcard. shepard: she speaking at a plastics company in south carolina outside greenville and the plan also includes private retirement accounts for social security, private, mind you. medicare reform. and a lower corporate tax rate. the perry campaign looking for a comeback after a steep drop in the polls and the new cbs-new york times poll has herman cain on top and romney in second, and governor rick perry down in 5th
test is coming. and rick perry is ramping up and hired some very experienced political staffers who have been involved in presidential campaigns where the candidates have pushed flat taxes and has one of bob dole s old staffers and a staffer of steve forbes trying to revamp and retool the rick perry candidacy. they recognize this is no more time to mess and. the ads will begin and he will start with biostuff, but quickly it will become serious attacks on romney. so he is bringing on people to advocate for the flat tax and against romney. shepard: we will see if he can revive. john mccain did so. thank you, carl. and now to libya because this are serious developments after ruling the country with an iran iron fist, muammar qaddafi, is underground, the showing off of the body is ended and he is

shepard: the top guys in all of this, the two at the very stop are sevenning on each other s messages today, herman cain and romney. carl: on their own message, that is right. not case of romney he was in ohio campaigning and stopped by a phone bank center where they called in favor of the ballot initiative to reform government unions and romney was asked if he exported the initiative that the calls were made on before of and he held his fire and did not actually commit to it. awkward to say the least and the kind of thing that has people wondering where his loyalties lie. not case of herman cain, he unveiled a new video touting the candidacy, the 9-9-9 plan but it ends with an interesting series of sound bits from the campaign manager who wrapped up the video smoking a cigarette and that is an unusual piece of video to see in political advertising of any kind and when asked the campaign manager said this was nothing
washington as a lobbyist. guest: he worked out in the business world and not in banks like romney or in finance, but, he ran a restaurant chain, a pizza chain if a lot of trouble, so, he does really have the credentials to say sheehan outsider but he has transformed that and it is unexpected how he caught on. it is working. you can hear a retail marketing guy in the way he promotes himself. shepard: carl has he been able to update that he has an organization in all-important first states or just bypassing them? carl: he hired a couple of people in iowa and trying to find staff in new hampshire and in south carolina, but frankly, he knows that he has been able to flour inwithout an organization to this point and one of the things that happens the campaign says if it is working why fix it? so, there is the counterintuitive impetus to continue to do less with objection but they know a big
