ALBANY, Ore. (AP) Three teens who escaped from the MacLaren Youth Correctional Facility Sunday have been arrested in Albany after being located by the Oregon State Police, officials said.
The Oregon Youth Authority says at about 2 p.m. Wednesday, the escapees were located in a vehicle in Lebanon by detectives, The Democrat-Herald reported.
The teens fled in the vehicle and were pursued by law enforcement, officials said. Near Albany, law enforcement laid down devices that flatten a vehicle’s tires which disabled their car.
One of the teens ran but was caught and arrested a short distance away. The other two teens stayed in the vehicle and were taken into custody. Officials said no one was injured.

OLYMPIA, Wash. (AP) A fugitive wanted in the highly-publicized killing of a right-wing demonstrator in Portland, Oregon, last summer probably fired first at police in Washington state before they fatally shot him, investigators found.
A U.S. Marshals-led task force was trying to arrest Michael Reinoehl, 48, near Olympia last September when four officers fired at him as he exited his car. Reinoehl was on the run after being named a suspect in the killing of the man following a demonstration in support of former President Donald Trump.
The Thurston County Sheriff’s Office said in a summary of its findings Wednesday that based on witness and officer statements, along with a spent shell casing found in the vehicle that matched a gun Reinoehl was carrying, investigators believed Reinoehl fired first at the officers from inside the vehicle.

SPRINGFIELD, Ore. (AP) Independent consultants say in a newly-released report that a sergeant’s 2019 fatal shooting of a woman with schizophrenia involved no efforts to de-escalate the situation and instead says officers “immediately resorted to force.”
The findings released Wednesday by the California-based OIR Group also highlights “significant gaps” in the investigations that followed the shooting of Stacy Kenny two years ago, The Register-Guard reported. It also questions whether the police department learned anything or made any changes.
The consultants’ review of the police shooting and tactics was required as a part of the city’s $4.5 million settlement agreement in the wrongful death suit brought by Kenny’s family.

CORNELIUS, Ore. (AP) Officials say a large fire Tuesday at a Cornelius ethanol facility west of Portland was likely caused by static while employees were transferring fuel between metal drums.
Fire crews responded to the blaze about 1:30 p.m. after reports of a fuel tank on fire. The flames erupted at the Summit Foods Inc. complex, which also houses subsidiary Thunderbolt Racing Fuel, where the fire started, The Oregonian/OregonLive reported.
Crews initially worked to extinguish the fire but were pulled back to a safe distance because of “explosions and erratic fire conditions,” according to Forest Grove Fire & Rescue spokesperson Matt Johnston.
