【文： 當特首林鄭月娥胸有成竹、理直氣壯地宣告，自己「一定走數」，不會修訂《防止賄賂條例》時，我揭一揭那本發表於 2017 年 2 月，名為《同行 We Connect》的林鄭月娥政綱，才發現這不僅是她的競選承諾，更是她放在第一章的第一項具體政策承諾： 「我會盡快解決相關的憲制及法律問題，修訂《防止賄賂條例》，將第 3 及第 8 條適用範圍擴大至包括行政長官。」 換言之，她不只走數，她走了當年一開口第一句應承全香港人做的事。 在這項修例正式壽終正寢、告一段落之際，我還是有點不明白特首的邏輯： 1．她不是第一天知道這事涉及特首的憲制角色，亦因此，她當年承諾用的字眼，是「盡快解決相關憲制問題」，如果今天要推翻這項工作，請至少交代究竟在憲制上作了甚麼研究？提出了多少個方案供考慮？後來在那一步出問題？是�
