A Frederick County sheriff s deputy will head to Russia in January to represent law enforcement in the Special Olympics World Winter Games. I started right out of the gate being involved with Special Olympics. It s near and dear to my heart. I have a sister with Down syndrome, Deputy Amber Owens said.Owens is gearing up for a trip of a lifetime in which she will represent the law enforcement community at the Special Olympics World Winter Games in Russia. She s just a great example of how our law enforcement community embraces our athletes, Special Olympics Maryland President and CEO Jim Schmutz said.Owens will run the final leg of the torch run.
