所長林家隆指出，爐榮茂副所長及警員李宇凡巡勤行經崇文路二段看到路旁有一輛電動車倒地，且留有一隻拖鞋在現場，車鑰匙也未取下，覺得情況異常，立即下車察看周遭有無駕駛者，便聽聞水溝傳來呼救聲，發現一名老翁渾身挫傷，疑似失足跌落水溝。
