Investigators say that he even sent a letter to slain deputies widow, mocking his death. Instead the letter amounted nothing more than him expressing his constitutional right to question and critique a public official. Its unclear how any of the conduct falls outside of the scope of First Amendment protection. District Attorneys Office said there was a major difference in expressing disagreement with the Public Officials decisions and making threats. They will prosecute anyone who crosses that line.
