Panic with everything especially with what is happening in the world today. This was not a test but a big mistake. We learn from new Jersey State Police that the accident happened during a scheduled Safety Training exercise. The state police was intended for a small group of Emergency Management personnel participating in the exercise and as a result of a coding error the message was publically broadcast. Edward with the Cumberland County Emergency Services says that the county 911 call center was flooded with calls and the county immediately sent a reverse 911 alerting thousands of residents that the alert was not true.
